Real Estate News Brief: Credit, Infrastructure and Supply Enter a New Phase

The real estate market continues to see notable developments, ranging from credit policy and land regulations to changing buyer behavior. As Hanoi home prices have climbed so high that even high-income earners are becoming cautious, experts have proposed classifying real estate credit risks instead of applying blanket restrictions. Under this approach, resources should be prioritized for legally compliant projects that meet genuine housing demand. The trend of buying property for living, business, exploitation and cash flow generation is also gradually replacing speculative sentiment, while the launch of professionally developed projects is giving buyers more options. On the financial support front, Vietcombank has introduced a VND 20 trillion credit package with interest rates reduced by 1 percentage point per year, while VIB is offering a five-year fixed interest rate policy for homebuyers.

In terms of management and infrastructure development, Prime Minister Le Minh Hung signed Decision No. 1666/QD-TTg on August 27 to consolidate the Central Steering Committee on housing policy and the real estate market. After 45 days of implementation, Hanoi has built a database covering approximately 3.25 million land parcels and is continuing to process nearly 1.8 million more. The city has also selected Thanh Pho Mat Troi Co., Ltd., a member of Sun Group, to carry out a project to renovate the West Lake area and the scenic lakeside road, with total investment exceeding VND 30 trillion. Meanwhile, Dong Nai has been authorized to urgently implement the extension of the Ben Thanh, Suoi Tien metro line to the provincial administrative center and Long Thanh Airport. The Government has also requested a review of every bid package to ensure Long Thanh Airport begins operations in 2026. Ho Chi Minh City approved a list of 58 works and projects requiring the recovery of nearly 895 hectares of land, while Dak Lak plans to auction 39 land areas in six central wards, covering more than 125 hectares with a total starting price exceeding VND 9.3 trillion.

In the southern region, several businesses are still raising prices, starting projects and introducing new supply despite subdued liquidity during the Ghost Month. The owner of Saigon Marina IFC reported losses of more than VND 200 billion in the first half of the year and had more than VND 10 trillion in outstanding bond debt. In Da Nang, Sun Property launched Spring Tower in the FourS Tower subdivision south of the city center. At the same time, major infrastructure projects from Ha Long to Can Gio are helping shorten distances between economic hubs and expand urban development space. Regarding land policy, experts said land price tables cannot completely replace specific land prices and recommended improving regulations on compensation, adjustment coefficients and the handling of transitional projects.
