Daily Real Estate News: Proposal to Secure 5% of Home Payments as Major Projects Find Investors
Vietnam’s real estate market recorded several notable developments related to legal procedures, buyer protection and the progress of major projects. In Hanoi, the city has proposed removing the maximum five-year limit on the existence of buildings granted time-limited construction permits. Under the proposal, newly built houses could have up to four floors, with a total height of less than 18 meters. Meanwhile, the Ministry of Construction has proposed a mechanism allowing buyers of future-formed housing to transfer the remaining 5% of the contract value into a secured bank account. The money would only be transferred to the developer after the buyer receives the ownership certificate, with the aim of improving transaction security. In Ho Chi Minh City, Land Registration Office No. 2 has requested stronger support for residents carrying out online land and housing procedures, while shortening appointment times for eligible applications. Although Vietnam is among the world’s top 10 fastest-improving markets in real estate transparency, it remains in the semi-transparent group and trails several markets in the region. Affordable apartments in Ho Chi Minh City remain difficult to find, as many young people seeking a home struggle to identify suitable units with a budget of around VND 2 billion.
In the project and infrastructure sector, the Gia Binh 2 International Airport urban area, covering approximately 450 hectares with total investment exceeding VND 72 trillion, has found a company to implement the project. Can Tho is preparing to commence or inaugurate nine major projects and has asked relevant agencies and investors to coordinate closely during implementation. In Quang Ninh, the Ha Long Xanh integrated urban area developed by Vingroup paid VND 26.359 trillion in land-use fees during the first eight months of the year, equivalent to about 36% of the province’s total budget revenue. Meanwhile, dozens of former offices and surplus land plots in Ca Mau and Bac Lieu have been offered for short-term lease to utilize public assets and limit waste. A land auction in O Dien Commune attracted more than 200 customers and 500 applications. Seventy-one lots were successfully auctioned, generating nearly VND 375 billion, with the highest price reaching VND 117 million per square meter.
Experts have notably warned against assessing metro development solely by the number of projects breaking ground, as the challenge also involves controlling schedules and costs and putting facilities into operation as planned. Metro systems are expected to create a “flow-of-people economy”, stimulating consumption, commerce and employment, which in turn drives demand for housing and services. In the corporate sector, Bui Cao Nhat Quan provided a fee-free guarantee for Novaland’s VND 360 billion loan. In social housing, a woman who had rented accommodation for years with her two children won the right to purchase a social housing unit through a lottery, realizing her goal of having a stable home.
