Daily Real Estate Briefing: Land Policy, Social Housing and Market Developments
The domestic real estate market is seeing notable developments across land policy, housing supply and major infrastructure projects. A proposal to abolish the specific land price mechanism is expected to help increase supply and affect home prices if approved and implemented consistently. Ho Chi Minh City also plans to issue a new land price table that better reflects actual conditions after the amended Land Law is considered, potentially helping resolve obstacles related to compensation, site clearance and corporate funding. In addition, assigning identification codes to individual land parcels could support transaction history tracking, price verification and the prevention of underreported transaction values. The Government has also proposed a 0.2% tax on vacant land, land not put into use or land whose use has been delayed. Another proposal would allow land recovery from projects that remain unused for more than 60 months, although it would be necessary to distinguish between intentional delays by investors and projects facing legal obstacles.
In the housing segment, the shortage of affordable supply remains a major concern, with a proposal to add homes priced at 60 to 70 million VND per square meter for middle and lower-income earners. Ho Chi Minh City has resolved the issuance of ownership certificates for 43,200 homes in projects, reaching 84% of this year’s target, while 13,949 applications are waiting for registration fees to be paid. The city is also converting nearly 110 hectares at the expanded Le Minh Xuan Industrial Park into a social housing project and plans to issue construction permits for the new project in early 2027. In Hanoi, more than 11,400 square meters of land in Dong Anh has been allocated for social housing for police officers and soldiers, together with commercial housing. A nearly 450-hectare urban redevelopment project in Vinh Hung is being studied with a focus on improving infrastructure, expanding roads, adding green space and prioritizing on-site resettlement.
Market trends show clear differentiation. Land plots in Da Nang have started to decline in price, while apartment transactions in Ho Chi Minh City fell 66% in the third quarter as buyers remained cautious amid high interest rates. Four central Ho Chi Minh City properties linked to Truong My Lan, with starting prices ranging from over 37 billion VND to more than 202 billion VND, have not attracted registered buyers. Four other related properties also have no auction registrants, while neighboring properties are being offered at prices of nearly 2 billion VND per square meter. In contrast, banks are accelerating disbursement for 15 railway and key infrastructure projects in the Southeast, with total loan demand estimated at around 757 trillion VND. In Thu Thiem, the 60 trillion VND Lotte Eco Smart City complex has been launched, expected to contribute to the central area’s development. On October 23, Khai Hoan Land held an in-depth training program at the Khai Hoan Imperial Sales Gallery to share the project’s development direction for the new period. In home care, tips using lemon and salt to remove grease and dishwasher tablets to clean sinks remain popular, while white, gray and beige color schemes should be balanced to prevent interiors from looking monotonous.
