Daily Real Estate Briefing: Social Housing, Urban Planning and Financial Pressures
Vietnam’s real estate market saw notable developments in social housing, planning and corporate activity. The Government has proposed that buyers of social housing may resell their homes only to eligible buyers five years after fully paying for the property and receiving the ownership certificate. However, access to the policy remains a major issue, as nearly half of the 500 surveyed construction workers had not obtained information about their rights, support contacts or application procedures for social housing. In the luxury segment, apartments in Thu Thiem are commonly priced at 200 million to 500 million VND per square meter, with many units priced above 100 billion VND. In Ho Chi Minh City, apartment prices along Metro Line 1 have continued to surge after nearly two years of operation, with some projects recording increases of more than 400%, making housing near stations increasingly difficult for low-income earners to afford.
Regarding planning and projects, Da Nang’s master plan through 2050, with a vision to 2075, has been approved, including an orientation to develop a 300-hectare international financial center. Vinhomes approved amendments to the consortium agreement for the Hanoi International Sports Urban Area project, adding mechanisms for capital mobilization and the use of project assets to secure obligations. In Hai Phong, about 90% of the infrastructure and amenities at Vinhomes Royal Island have been completed. Meanwhile, Ho Chi Minh City reclaimed more than 19 hectares of land from the Millennium Park project in the Hi-Tech Park after the project ended and the company voluntarily returned the leased land. Ca Mau also announced the lease of 22 surplus buildings, land plots and office facilities for periods of three to five years.
On the financial front, the real estate sector continues to face significant bond maturity pressure in the fourth quarter, with approximately 46.9 trillion VND falling due, nearly half of the total maturity value across the market. The wife of Bui Thanh Nhon registered to sell 6.3 million Novaland shares, while NVL shares ended a three-session losing streak after the company announced an adjustment to the exercise period for rights to buy more than 800 million shares. Dai Quang Minh was fined 875 million VND for late notification of the sale of 87 apartments to foreign organizations and individuals in Thu Thiem. Ha Do Group was required to pay more than 3 billion VND in tax arrears, administrative penalties and late-payment charges. Internationally, US existing-home sales fell to a record low in September as high mortgage rates continued to weigh on demand, while home prices in major Chinese cities still declined year on year but at a slower pace. Household topics, including kitchen sink design, the use of stone and tiles, and ways to address washing machine vibrations, also remained of interest.
